People were staying wherever they could find somewhere safe, even outside the capital. The patients had been distributed among as many hospitals throughout Novaterra as possible just to keep the medical system from collapsing under the pressure.
And if some of the parents refused to take their own children back?
That created an entirely different problem.
The children were innocent but so where the parents.
They hadn't chosen where they were born. They hadn't chosen the circumstances surrounding their births. They were victims as much as their parents were, caught in a system that had never seen them as anything more than products.
Some were half-human, and Novaterra couldn't simply abandon them because their parents didn't want them.
They would have to accept them.
