"And the cover?" Kaito asked.

"The local news will report an 'unconfirmed, massive explosion and fire at the abandoned air base,' caused by 'old, unstable fuel reserves.' Division II (The Charmer) is ensuring the story holds," Kazuya replied.

This operation, unseen by the public and unknown to any government, cemented Kaito's operational control over a military-grade force. The Black Organization had not only lost a critical financial deal but now faced an enemy capable of total battlefield control.

Kaito looked at the digital summary. He now controlled the scientific key (Shiho Miyano), the ultimate shield (The Hound), and the diplomatic cover (The General's Decree).
