Chakra is manifestation of physical and spritual energy , but for something like 'Malice incarnate Kyuubi' just that small chakra that leaks through the seal makes anyone near him uncomfortable .

This got confirmed when he tried practising Transform and clone jutsu even if there are failures in executing jutsu there is always some progress in the jutsu ,
it's like every failure there will always be some gains towards success but there is no idea when and how much progress , but it's only chakra controls not physically
There are others , not proven but it should be like this

Naruto took his wallet and picked the trash near the entrance. Dumping the Trashbags downstairs near the bin , Naruto goes to the nearby ally with no traffic first
