Nobles were the only ones capable of using magic properly, so they served as the backbones of the wood elf community.
Because of this, nobles were often encouraged to marry and have many children, so that the number of magic uses can increase as the generation goes on.
That was how the twelve chiefs were born, they all originated from the same noble line, albeit countless centuries ago.
