First, the financial burden itself was almost impossible for most people to bear, but more importantly, the paperwork, and the legal permission needed to enter this industry was hard to receive.
To open a local bank that was only limited to one world, was still easy and only needed the permission of that planet's authority. But to open an intergalactic bank, things were a lot more complicated.
