Guilliman nodded in agreement. "With rational allocation, we can restore at least Thirty Standard Chapters within a few years."
"Rebuilding the Army is not difficult," Lion interjected calmly, his voice deep and strong. "But ensuring these Forces are not corrupted again is the key."
The Emperor listened quietly to his Sons' discussion, a look of Contentment in his golden Eyes. Then, he signaled for silence.
"Everyone, before we delve into the decisions, it is necessary to introduce an important figure first." The Emperor pointed his right hand lightly toward Ian beside him. "This one at my side."
The entire Conference Hall instantly fell quiet.
The High Lords had long noticed the Mysterious Figure sitting equally with the Emperor. Even the Primarchs cast Curious glances.
"Is he the new Imperial Regent?" one High Lord whispered, only to be stopped by a look from a colleague.
Corvus Corax (the Raven King) stared at Ian, keenly sensing the unusual Energy Fluctuation emanating from him. This Aura was entirely different from Immaterium Energy, being purer and more Vast.
The Emperor and Ian exchanged a look, then the Emperor stood up, his voice solemn and ringing:
"I know some of you have heard, more or less, of the Multiverse Theory. In fact, this theory is True."
"In an infinite number of Parallel Worlds, this one comes from another Reality."
The Primarchs looked surprised but remained silent.
"He is the Parallel Universe Me, the Emperor of another world."
As soon as these words were spoken, a burst of Gasps and Murmurs erupted in the Conference Hall.
Before the crowd could calm down, the Emperor dropped an even more shocking Truth.
"Now, he and I are two sides of the same coin. I represent Humanity, and he is the Incarnation of Divinity."
Then, both stood up simultaneously, surrounded by a brilliant Radiance.
The Emperor manifested his signature Golden Power Armor, majestic and holy; Ian, conversely, was wrapped in a Black Power Armor that glittered with Cosmic Starlight.
The Emperor reached out and made a grasping motion, and the legendary Emperor's Sword condensed from the Golden Light. Ian similarly drew the Infinity Sword of the Universe, with a complete Universe affixed to its blade.
An unprecedented, divine Sense of Oppression swept through the entire Grand Hall. Even the Primarchs found it difficult to breathe.
"Father... this..." Guilliman was uncharacteristically speechless. His rational mind could not explain the sight before him.
The Primarchs had lived through the Horus Heresy and witnessed the Great Power of the Immaterium.

However, even those terrifying Evil Gods paled completely in comparison to this "Parallel Universe Father" standing before him now.
An instinctual Feeling, originating from the depths of his Soul, constantly warned him that this had transcended the bounds of mere Power and touched upon a more fundamental, more supreme level of Existence.
The Ecclesiarch of the Imperium, the leader in his magnificent Robe symbolizing the Imperial Religious Authority, now trembled in every cell from Excitement, like a mortal struck by Divine Revelation.
The Scepter in his hand shook slightly, as if unable to support his agitated Emotions.
He eagerly pulled a Quill from the thick Holy Book he carried. His Inkpot tipped, and he was oblivious to the dark Ink dripping onto the clean Marble Floor.
"Magnificent! Magnificent! Dual Gods in the Sky!" The Ecclesiarch babbled incoherently, his Quill scratching quickly across the Parchment:
"The Human and the Divine unified, the supreme Dual Emperors, both the God of Creation and the Sovereign of Destruction! His Divine Millet is here! " His voice grew higher, almost becoming a fanatical Chant.
"One half is the Human Form, bearing the Emotions and Wisdom of Mortals; the other half is the Holy Spirit, possessing the Authority of Creation and Destruction! This is the true Deity, the Perfect Form that transcends all Existence! The Dawn of a New Era has arrived, and you shall receive Salvation; the Imperium shall be Reborn!"
Lion El'Jonson's expression was as calm as water. He quietly watched everything, seemingly analyzing the situation and evaluating what kind of Change the arrival of this "New Father" would bring to the Imperium.
Roboute Guilliman frowned slightly. The Primarch, known for his Calmness and Order, couldn't help but feel a hint of Confusion and Shock.
His exceptional Strategic Mind raced, attempting to comprehend this extraordinary Anomaly.

The two Emperors truly gave them unprecedented Confidence.
When there was only one Emperor Ten Thousand Years ago, Humanity had already conquered half the Galaxy.
If the Warmaster Horus hadn't been corrupted by Chaos and betrayed them, the Imperium would have unified the Star-Rivers and restored that glorious Golden Age by now.
"Two Fathers, do you have any Suggestions?" Guilliman turned to the Seat of Honor.
Ian raised an eyebrow, a slight smile on his lips. Since the Emperor was so generous as to hand over the Faith Power of the entire Imperium to him, he naturally shouldn't take it for nothing.
He was prepared to offer Full Support and accelerate the progress of Territory Reclamation. After all, these suffering People were now his Believers.
