For wizards of too low a level, witchcraft artifacts are not necessarily better at a higher level.
Take a First Level Wizard as an example, under normal circumstances, their combat power can easily defeat any other plane's First Level Creatures.
The more outstanding among them can also challenge 'ordinary' Second Level Creatures and remain undefeated.
However, if they encounter 'special' Second Level Creatures, only a rare few geniuses have a chance at victory.
Yet if they wield a High Level Witchcraft Artifact, even an ordinary First Level Wizard, when ambushing or well-prepared, can face and take down such Second Level Creatures alone.
But if it's a sudden encounter, the victory rate for a First Level Wizard purely holding a High Tier Witchcraft declines rapidly.
After all, as the level of Witchcraft Artifacts increases, the required Spiritual Power to activate them also increases.
