Take the Gotei 13 a thousand years later, for example.
The first tier is definitely Yamamoto and Aizen. Head Captain Yamamoto is known as the strongest Shinigami in a thousand years, his strength is beyond doubt.
Aizen's talent is exceptional. Even without fusing with the Hōgyoku, his reiryoku is no less than that of the Captain Commander.
The second tier is Retsu Unohana and the unleashed Zaraki Kenpachi. Unohana is an all-rounder, able to cut, heal, and her Kidō is also outstanding. However, in terms of pure brute strength, the unleashed Kenpachi is definitely stronger.
The third tier is Kyōraku Shunsui and Ichimaru Gin.
Kyōraku Shunsui's Zanpakutō has rare rule-based abilities, and even he cannot violate the rules of his Zanpakutō. While Bankai is more bizarre, Bankai relies on reiryoku. If his reiryoku is inferior to the enemy's, he could very likely be counter-killed.

The other Captains' strengths are similar, each with their own specialties.
Suì-Fēng excels in agility, Sajin Komamura leans towards strength, Kaname Tōsen excels in sneak attacks, Tōshirō Hitsugaya hasn't fully grown yet, Nemu Kurotsuchi has the weakest combat power but the most methods. However, these people have one thing in common: they are generally stronger than Kensei Muguruma, and some might even be able to fight seven Kensei.

Yamabuki's current reiryoku is probably only about four or five Kensei. He can indeed fight Captain-level masters, but he can't win.

Ordinary human souls already have high spiritual power for Hollows, and a Shinigami's spiritual power is unknown how many times higher than ordinary souls. Few Hollows can withstand such a temptation.
"So, my comrade was eaten by you?" Yamabuki asked, drawing his sword.
Unfortunately, this Hollow had no intelligence at all. Upon seeing food, it opened its large mouth, and foul-smelling drool dripped from its mouth. Then it pushed off with its legs and pounced with incredibly fast speed.
However, such a small fry was nothing to Yamabuki now. He could solve it with one slash.
Just as he was about to draw his sword to kill this Hollow and report back, a blue light suddenly erupted in the distance. These blue lights then condensed into an arrow, which instantly pierced the Giant Hollow's head. The Giant Hollow's body twitched twice, then completely dissipated.
Yamabuki's pupils dilated in shock. "Holy crap, that attack just now was... Quincy."
He quickly looked in the direction from which the Reishi Arrow had flown and saw a man in a white robe standing there. He looked like a Westerner, with a cold and arrogant expression, holding a reishi bow in his hand. That arrow just now was shot by him.
Yamabuki took half a step back, gripping the sword in his hand tightly.
The white-robed man also coldly sized up Yamabuki.
"Who are you?" the white-robed man asked in broken Japanese.
"I'm a passerby, I don't know anything, bye-bye!" Yamabuki didn't know if the other party was alone or if there was a group of them. In short, it was better to play it safe first.
As he spoke, he retreated, intending to report this matter to the Captain Commander after returning.
But just as he retreated two steps, the white-robed man raised the reishi bow in his hand and aimed it at Yamabuki.
"That sword in your hand is a Shinigami's Zanpakutō, isn't it? And that butterfly following you, it should be a Hell Butterfly. You are a Shinigami!" The white-robed man's voice became unusually cold.
Yamabuki instantly stopped.
"How do you recognize a Zanpakutō?" Yamabuki asked.

So, the missing guy wasn't eaten by a Hollow, but was captured by a Quincy.

It won't be long before you're all slaughtered," the white-robed man revealed an arrogant and cold smile, as if looking down at an insect. That condescending attitude was sickening.
"State your name, Shinigami," the white-robed man asked.
"Yamabuki. And you?"
"Martin Davis. Shinigami, I will be your executioner!" Martin suddenly pulled the reishi bow in his hand, and a pale blue Reishi Arrow appeared on the bowstring. This was the most common weapon for Quincy. Yamabuki gripped his sword with both hands and used Shunpo forward.
When fighting an archer, you should always choose close combat!
Just as Yamabuki thought he had a sure hit with this strike, a burst of reishi suddenly erupted under Martin's feet, and then his body moved rapidly, actually moving out of the Zanpakutō's attack range.
"So fast! This is, the legendary Hirenkyaku?" Yamabuki was secretly shocked. He turned and struck, not giving the opponent a chance to shoot an arrow.
"Running around, it's annoying, isn't it?" Martin snapped his fingers, and two giant reishi bows suddenly appeared in mid-air. They didn't even need to be drawn by hand. Under the Quincy's ability to control reishi, the two reishi bows fired simultaneously!
The Reishi Arrows transformed into two blue beams of light and crashed down!
Yamabuki quickly retreated. Martin looked at Yamabuki indifferently: "Your strength is a little stronger than the Shinigami we captured before. You should be a prominent person in Soul Society, right?"
"Prominent? What nonsense are you talking about? I'm just here on patrol, the weakest one. In Soul Society, there are hundreds of thousands of people with my strength. By the way, your strength isn't that great, is it? It's far worse than I imagined!" Yamabuki directly maxed out the taunt.
