Chapter 263 - Chapter 5: Land of Demons Roads (Part 2)_3

As long as the Witch is here in this country, this country will not be affected by war—the residents of the Land of Demons believe this with unwavering faith.

And the facts have proven that their belief was correct.

With such lofty prestige, when their revered Witch decided to establish a dedicated military territory within the country, the people naturally did not oppose it.

After all, no matter what happens, the Witch will always bless them.

However, the sheer number of vehicles transporting supplies north to the military district, as well as the various building materials, was so substantial that it could only mean something significant was underway there.

Not long ago, roads began to be built near Shion City, and now it is unclear what buildings are being constructed.

"Lord Hakushi, the staff have all been assembled."

The manager in charge of logistics reported to Hakushi.

Hakushi's current position was at the northernmost edge of the military district in Shion City's north.

Because expansion from this direction was needed, it was impossible to extend the territory toward the residential and commercial areas, so development would continue toward the far side.

After relentless effort by the organization's Earth Style Ninjas, the heavy stone wall dozens of meters high at the north was dismantled, revealing a vast plain.

At the end of the plain lay a verdant forest, a lake, and distant mountain silhouettes faintly visible through the heavy mist.

More than a thousand personnel were involved in this project. Of those, twenty were Earth Style Ninjas from Hakushi's team, fifty were Taijutsu Ninjas who had been strengthened through Natural Energy, and the rest were regular workers.

Prior to this, these Ninjas had also familiarized themselves with construction tasks, so they could quickly begin their official work—after all, Ninjas adapt rapidly.

It wasn't that Hakushi didn't want to bring in everyone; it was simply that this was already the limit. Many places needed manpower now, and it was impossible to devote all hands to construction.

With over a thousand ordinary workers, plus twenty Earth Style Ninjas and fifty Taijutsu Ninjas, according to the original plan, everything should be completed within one month.

This expansion covers a vast area, especially the Ninja teaching section, which is a nation's crucial military force and must be kept separate from residential and commercial areas.

Unlike Konoha, where Ninjas live intertwined with civilians at all times—such a system reduces efficiency and obscures the distinction between military and civilian spheres.

In Hakushi's view, Ninjas are soldiers with exceptional abilities—a vital department for any prosperous country. Confidentiality must be enforced first and foremost.

The Ninja School is a category within the military sector and must uphold absolute secrecy measures, all for the safety of the populace.

Therefore, from the very beginning, Hakushi completely separated the military and civilian groups.

Those active in the residential and commercial districts are members of the security department responsible for patrols.

The construction work here was proceeding vigorously. Hakushi walked toward another area, having been immersed in these matters recently and lacking time for research.

However, many researchers had already gathered within the organization—covering not just Ninja Techniques and Chakra, but also social and historical studies, which require specialized personnel.

Hakushi did not believe that directly transplanting knowledge from his previous life could solve everything.

The histories of development of these two worlds are vastly different, and with the existence of Chakra, certain basic assumptions may be wrong.

Hakushi invested a great deal of effort to find experts in these fields, recording all their experience and learning for preservation in books.

In Hakushi's view, their knowledge was a cultural treasure worth passing down.

Understanding the essence of things, uncovering past histories, and summarizing experience and lessons—these all drive the growth and maturity of the world, rather than being trapped in the distorted present, unable to escape.

Material reality is the foundation of everything, but spiritual and intellectual civilization elevates society and the world to a higher level, nurturing people's desire for freedom and peace.

In the Ninja world, mere power only perpetuates problems, storing them up until they erupt suddenly; so the endless Ninja Realm wars ensue.

It was so in the Warring States Era—even after the one-country-one-village system was established, the root issue remained unsolved.

Yet progress was made. At least, a country's structure became complete.

In the past, countries depended on hiring Ninja groups to invade other lands; they had achievements in economics and politics, but lacked crucial military strength.

Because in essence, those Ninja Clans did not belong to each country—the immense military strength was independent.

After the one-country-one-village system, Ninja Clans founded Ninja Villages, which attracted more Ninja Clans into their ranks, forming strong military power belonging to the Country.

Only then could the Country be considered complete.

In Hakushi's view, this was the real accomplishment of the Senju Clan and the Uchiha Clan in those days.

They advanced the integrity of the Country, freeing it from dependence on hired external Ninja forces, fostering the development of their own national Ninja military and realizing better management of personnel and resources.

This portion of the work had someone in charge; Hakushi did not need to remain here constantly.

Next, Hakushi planned to inspect various regions of the Land of Demons in person, to see if there were any problems he had overlooked.
