Chapter 191: The Development Path of Kekkei Mōra

In the memories, the Third Mizukage began an intense period of jutsu development.

Being able to become Mizukage meant his talent was indeed exceptional.

It only took him half a year to master Earth Style: Ultra-Heavy Rock Technique.

But just when he confidently believed he was about to develop the second Kekkei Tōta of the ninja world...

Reality slapped him hard in the face.

There was a reason why Dust Release was the only known Kekkei Tōta in the thousand-year history of the ninja world.

Ever since the creation of Kekkei Genkai through dual chakra nature fusion, all shinobi believed that triple-nature or even all-nature fusion jutsu would surpass them in power.

Many had pursued this.

But in all that time, only one three-nature fusion—Dust Release—had ever emerged.

This proved how incredibly difficult it was. It wasn't simply about boosting the strength of one chakra nature.

The Third Mizukage attempted to use Ultra-Heavy Rock-style Earth chakra as the core, merging it with Water and Wind. But the process was extremely difficult.

Previously, the three chakra natures formed a stable triangle that resisted fusion.

Now, with Earth chakra significantly enhanced, that balance was broken and fusion became possible.

But that imbalance was like a runaway vehicle—fast and without brakes—trying to navigate sharp turns safely was almost impossible. The three chakra natures would scatter violently if mishandled.

In the end, the Third Mizukage never succeeded in developing a true Kekkei Tōta.

What he did create was a Kekkei Genkai born from fusing Ultra-Heavy Rock Earth chakra and Water chakra: "Heavy Water."

It was similar to applying the Ultra-Heavy Rock effect to ordinary water, making it incredibly dense and heavy.

However, unlike simply enhanced water, this black water was more flexible and could be freely controlled—much like how the Kazekage controlled Iron Sand.

Even without creating a Kekkei Tōta, the Third Mizukage used Black Water to fight the Third Raikage to a standstill.

The Raikage's speed and One-Finger Spear were ineffective against Black Water.

Its defense was terrifying—like liquid steel. It had both the hardness of metal and the fluid energy absorption of water, diffusing the impact force of high-speed attacks.

Often, the Third Raikage's piercing moves were slowed by the Black Water, allowing the Mizukage to counterattack with precision.

And he didn't dare let himself be enveloped by it—Black Water could immobilize and seal even someone like him.

Thanks to this jutsu, the Third Mizukage greatly strengthened Kirigakure.

Still, he never gave up on developing a true Kekkei Tōta.

Unfortunately… until Li Yao killed him, he never succeeded.

Had he managed it, Li Yao might not have been able to kill him.

After all, limiting himself to conventional jutsu while concealing his identity made it difficult to face a Mizukage wielding a Kekkei Tōta.

But that was all in the past now.

After reviewing the Third Mizukage's memories, Li Yao was relieved—good thing he hadn't let White Zetsu stop him back then.

Otherwise, he never would've uncovered the secret behind Kekkei Tōta.

If he hadn't known that...

Li Yao's original plan for developing Kekkei Mōra-level chakra was to fuse all chakra natures.

But if three-nature fusion requires one of them to be boosted to a bloodline-limit level of strength...

Then full-nature fusion—without question—requires at least three, maybe even all five chakra natures to be pushed to the level of Black Lightning or higher.

Perhaps even that wouldn't be enough. It might take breaking through to something beyond Ultra-Heavy Rock and Black Lightning—surpassing all known single-nature chakra strengths—to stabilize such a fusion into Kekkei Mōra-level chakra.

Without this insight, Li Yao would've spent his life chasing a dream he could never realize.

He would've ended up walking the same path as Madara and Obito.

And we all know how that ended.

Plus, the Kekkei Mōra-level chakra they wielded wasn't even truly their own—it came from the Nine Tails, the other Tailed Beasts, and the husk of the Ten Tails.

What Li Yao wanted was chakra of his own—completely under his control. Not Tailed Beast chakra that could be forcibly ripped away.

In short, Li Yao owed the Third Mizukage a big thanks.

Now, he knew the road ahead.

Once his Perfect Transformation Technique was complete, he would create seven shadow clones, each dedicated to refining the strength of a different chakra nature.

There were still at least ten to twenty years before the Fourth Great Ninja War.

With his chakra control and sensory precision, Li Yao believed he could develop Kekkei Mōra before Madara's resurrection.

When that day came, the forbidden curse Madara left in his body would no longer be a threat.

And then… heh.

Li Yao's lips curled into a faint smirk. He was not one to forget a grudge.

The next morning.

For once, in the ever-rainy village, the sun had come out.

As the warm sunlight bathed the village, the people were already up. Children ran around outside laughing, while adults smiled as they wove fishing nets, preparing to head out for the day's catch.

The entire village radiated a peaceful joy.

Nagato and the others were up as well, smiles on their faces.

Sunlight after rain always lifted the spirit.

Especially in a country where it rained most of the year, sunshine wasn't just good for mood—it brought hope.

"Brother Li, you should rest now."

Nagato walked into Li Yao's small room and smiled. "Yahiko and the others went fishing. When they're back and the fish soup is ready, I'll come get you."

Due to constant rainfall, the Land of Rain didn't have much vegetation. But the abundance of water brought in plenty of nutrients, supporting a rich aquatic life.

To merchants from other countries, it was known as the "Land of Fish."

Even as kids, Yahiko, Nagato, and Konan survived their journey to find Jiraiya by fishing their way through the wilderness.

So it was no surprise that everyone in the Land of Rain knew how to fish—and when.

Sunshine days were the best.

Fish loved the sun just as much as people. On sunny days, they would rise to the surface to bask, making them easy to catch with a simple net.

So when the sun came up, Yahiko took Konan and Yuzu to the river, leaving Nagato and Li Yao to rest.

"Alright."

Li Yao nodded and lay down in the room Yahiko and Nagato had used the night before. But he didn't sleep—he was still full of energy.

His attention remained on sensing the chakra of Nagato's Rinnegan.

In his perception, the ocular chakra of the Rinnegan appeared like a tangled web of dense, overlapping threads. To replicate it, he needed to slowly sort and classify each strand.

This was why he needed extended, close-range sensory contact with Nagato.

By noon.

Yahiko and the others returned from fishing—along with many villagers and children.

Everyone wore satisfied smiles. Their arms were full of fish, enough to keep the village well-fed for months.

Yahiko's group had not only caught more fish but had also chopped down firewood for the village.

Each of them carried a tall bundle of branches nearly taller than themselves.

With the sun out, Yahiko had taken the chance to gather wood as well.

Laughter filled the air as they returned.

"Yahiko, you're back."

Nagato came out to greet them, reaching to take the firewood from Konan and Yuzu —but both girls dodged him.

"No need—it's light."

"Then I'll take the fish."

Nagato insisted, and this time they let him.

Yahiko stood to the side, staring at Nagato with mock indignation.

"Hey, Nagato, you bastard! Did you forget I exist? Mine's heavy too!"

Nagato glanced at him and smiled. "You're strong, it's fine."

"Mhm, yes, I am strong!" Yahiko proudly puffed out his chest—only to be crushed down again by the weight of the bundle.

The group—and the watching villagers and children—burst into laughter.

After the jokes, they distributed the fish and firewood among the villagers.

Compared to the chakra-less villagers, Yahiko's group—with their Water Style skills—had caught far more.

"Thank you!"

"When the fish soup's ready, you must join us!"

After some polite back and forth, the villagers accepted their gift.

Soon, smoke rose gently over the village.

"Brother Li, are you awake?" Yahiko called softly outside the room.

"Awake," Li Yao replied—he had never actually slept.

"Uncle Yujing's fish soup is ready. Let's go!" Yahiko said cheerfully from outside.

"Coming."

Li Yao got up, pulled on his black waterproof coat, and stepped out. Yahiko was still waiting outside.

"Brother Li, the fish were so dumb today! Have you ever seen fish in the Land of Rain on a sunny day?"

"Let me tell you…"

Though it was only a short walk, Yahiko couldn't stop sharing stories from their morning fishing trip.

He was so much like Naruto.

Even after suffering through darkness, he still shone like the sun—spreading warmth wherever he went, without letting hatred take root.

No wonder Nagato had been persuaded by Naruto's talk-no-jutsu later on.

The two were incredibly alike.

Rather than saying Nagato was convinced by Naruto, Li Yao believed it was more accurate to say Nagato had always been carrying out Yahiko's will.
