Stormward Papers (Warden’s Memoranda)

Memo Twelve, On Hunger in the Line, states that the ward behaves like an organism whose deficit is fidelity rather than power, that dirty burns create noise and noise leaks, and that fewer lamps, purer glass, and cleaner hands are recommended. Memo Nineteen, On Wicks, claims that a Wick is not a person in function and advises speaking as if they are to prevent riots while function prevents drowning. Memo Twenty-Seven, Procurement, insists that committee time is storm time's enemy, that assay should precede committee review, and that apologies belong in memoranda after the necessary is done.
