Piltover has a long tradition of using different titles based on seniority. The biggest difference between Uta and others is that Kate brought her back herself and took care of her more, which led to the creation of this title, which has no other meaning.

The singing is a sound that ordinary people cannot hear.
As she grew older, the effects of this talent became increasingly pronounced. She could hear the voice of the soul, and the outside world became an overwhelming discordant symphony for her, a chaotic symphony of desire and strife.
Just like Redfield's situation back then, except that Redfield awakened his exaggerated Observation Haki, while Salafine awakened magic at the soul level.

"Zeffa? What does he want with you?"
"He wants me to increase the strength of those naval forces so they can understand what kind of adversaries the future navy will face."
Scorpion's backstory has been changed, but Seraphine's hasn't. Judging by their attitude, it'll be changed sooner or later, so let's not dwell on those potential issues.
