The Room of Authority sat high above the clouds, a place untouched by noise, time, or mercy. Within its walls, the Five Elders stood around their circular table, a set of documents spread before them—reports of destruction, testimonies from Cipher Pol survivors, and the most concerning piece of all:
A fresh bounty poster.
"Rael."Bounty: 1,230,000,000 Berries.
The Elders had seen monsters rise before. They had watched eras change. But this…This was different.
The bald Elder with the sword narrowed his eyes."Cipher Pol was defeated. Not chased off. Defeated. Even after knowing his abilities, he overwhelmed them."
The Elder with the long mustache tapped the table with controlled irritation."He shouldn't be this strong this early. He appears once, annihilates a CP division, sinks two warships, slaughters pirates like insects… and then vanishes."
Another Elder leaned back, fingers steepled."His movements are too clean. Too intentional. It does not match the recklessness of pirates who reach a billion."
"Exactly," the sword-bearing Elder muttered. "It is as if he's hiding his true capabilities.As if he's… holding back."
Silence.Heavy, calculating, uneasy.
The Elder with the birthmark scar finally broke it."Three Vice Admirals have already been dispatched to gather deeper intel. They are not to engage him unless necessary."
The mustached Elder added:"And an Admiral will move soon as well—quietly. But not yet. Until we understand what he really is… we cannot risk another embarrassment."
The scarred Elder's expression hardened."Rael's appearance coincides with… other movements in the world. Dragon. Shanks. Blackbeard. That boy from Foosha Village…"
A brief, cold pause.
"…the era is shifting faster than expected."
The bald Elder's grip tightened on his sword hilt."Let the Marines believe we are simply watching the situation. There is more at stake than they know. For now, we wait. But Rael—"his voice dropped—"is not a name we can afford to overlook."
And so, in their silent throne above the world, the Five Elders prepared for an unseen storm.
POV: Marine HQ — Sengoku's Office
Sengoku rubbed the bridge of his nose, already exhausted before the paperwork even began. On his desk lay two posters:
Rael.Monkey D. Luffy.
Two problems. Two headaches. Two wildly different storms.
He stared at Rael's poster first.A year ago, the name didn't even exist. Now it haunted the Marines like a phantom.
"This is escalating too fast…" he muttered.
A loud crunch echoed behind him.
Sengoku didn't need to look.There was only one Marine who would dare eat snacks loudly in the Fleet Admiral's office.
"Garp," Sengoku sighed, "stop eating those damn crackers in here."
Garp kept munching anyway, crumbs falling onto his uniform."Hah! Lighten up, Sengoku! You'll get wrinkles."
"I already have wrinkles! Mostly because of you!"
Garp grinned with zero shame.
Sengoku leaned back, eyes drifting over the sea through the window. "Orders from above are clear. Marines are not to engage Rael for now."
Garp stopped chewing. "That guy, huh… He gave your Cipher Pol quite the beating."
Sengoku shot him a glare."Don't say it like you're impressed."
"I am impressed."
"Garp!"
Garp shrugged, taking another bite."A man who smashes CP and walks away like nothing happened? Ahh, brings back memories of the old days."
"This kind of monster isn't nostalgic, Garp," Sengoku replied sharply. "He's a threat. A big one. And he's rising too fast. Everything about him feels… wrong. Out of place."
Garp snorted.
"You're forgetting something, Sengoku."
"And what's that?"
Garp jabbed a thumb toward the second poster.Monkey D. Luffy.Smiling like an idiot, straw hat tilted.
"That brat's finally out at sea!" Garp laughed, loud enough to rattle the windows. "With that crew of his… he'll stir the New World for sure."
Sengoku looked like he'd aged another ten years."I am not ready for another Garp-level menace."
Garp burst into laughter again.
But then—just for a moment—his expression shifted.
A quiet glint flashed in his eyes as he looked at Rael's poster.
"Still… something's going to happen soon," Garp murmured, voice lower, serious in a way Sengoku rarely heard. "That boy Rael… there's a storm behind him. A big one."
Sengoku paused.
Garp wasn't joking.He wasn't laughing.And that alone was enough to make the Fleet Admiral uneasy.
"Are you certain?" Sengoku asked.
Garp stood, dusting crumbs off his pants, gaze still locked on Rael's picture.
"I've felt this kind of heaviness before," he said slowly. "Before Roger. Before Rocks. Before Whitebeard shook the seas.Something's coming, Sengoku.A new era's waking up."
Sengoku turned back toward the window.The sky was bright—blue, calm, unsuspecting.Birds flew lazily above the harbor, as if they knew nothing of the world's shifting tides.
"…You're right," he whispered."We need to be ready."
And as Garp walked out of the room, humming while eating more snacks, Sengoku felt the weight of inevitability settling onto his shoulders.
A new era was approaching.And Rael Nightwind…was one of the sparks setting it ablaze.
