Vinard's candor was somewhat unexpected:

"And the special races within this colony happen to exhibit astonishing talents in these areas."
He pointed to those mixed-blood children:
"Descendants of the Three-eyed Race are naturally equipped with foresight capabilities, requiring professional astrology guidance;
Mixed-blood of the Danasu Race have a keen life perception, making them ideal materials for alchemists and bloodline modifiers;
The children of the Stove Star People inherited metallic affinity, with limitless potential in alchemy. Oh, you don't have to worry about that."
"For someone blessed by the 'Creator's Blessing,' you are actually the best choice to teach those with astrological talents."
But this was clearly not the entire reason.
