They'd heard roughly that the Battle of Karakura Town had been won through Shigure's efforts alone.
But they knew no further details.
Shigure understood that among the Seireitei's nobility, news spread quickly.
Once the Central 46 learned information, the nobles would soon learn inside details too.
However, matters at Squad Zero's level—the Heavenly Wedge Letter and promotion offers—were beyond the Central 46's reach.
So as a lower noble family, the Segawas couldn't know about it.
Otherwise, if they'd known Shigure refused the promotion, they'd definitely complain endlessly.

A moment later, the one-armed Yamamoto appeared at the side entrance with the recovered Chōjirō Sasakibe.
Everyone fell silent.
After Yamamoto took position, he planted his staff with one hand. Expression peaceful and solemn. After sweeping his gaze across everyone, he spoke:
"Mm... It seems all captains and lieutenants of the Gotei forces, and the Visored, have arrived."
"Then, this post-war meeting officially begins."
