First, peacetime policies wouldn't affect him.

Second, powerful noble clans backed the Central 46. As long as they didn't interfere with him, no need to strip nobility of their interests. That'd just backfire.

This was step one of Shigure's reform.

After hearing everything, Yamamoto's gaze deepened. He thought long and hard before agreeing.

Meanwhile, in Karakura Town.

Inside an abandoned factory, four figures fought two-on-two.

Left side—Kensei Muguruma and Hiyori Sarugaki from the Visored!

Their opponents: one large, one small.

Left side, a boy in an oversized black hat spun a ring-blade, grinning smugly.
