For the Earthly Divine Kingdom Plan to succeed, Data Rules must be applied on a large scale and at high intensity over the chosen continental region, even to the point of making Data Rules a fundamental "substrate" that fuses with and governs the other Rules in that region.
It's just that, at present, the Earthly Divine Kingdom Plan is wearing the outer shell of "Kana's Divine Kingdom."
It's equivalent to carving out an exclusive area within the world, with Kana declaring: "This is my territory!"
Because he is a God acknowledged by this world, the Data Rules can operate within this region relatively independently and efficiently, and Kana holds highly decisive power and modification authority over the Rules in that area.
