Even on Earth, the UEG and UNSC found themselves working not just to maintain order, but to sustain growth. For a brief moment, the rhetoric shifted—from control and containment to development and diplomacy.
ONI didn't stop working.
But it did stop making noise.
Their engineers buried deep in Sublevel Black refined what they'd taken from the Nanosuit—a series of classified projects now code-named ORION BLACK, GHOSTFRAME, and OBSIDIAN PROTOCOL.
Small, surgical deployments tested countermeasures in controlled anomalies. None were reported to the public. None acknowledged officially. But they worked. ONI had made progress. They didn't yet understand the full scope of Ceph-derived technology, but they had a foothold
artificial. Manufactured. Bought with silence.
The UEG Parliament is busy managing the expansion and fighting to avoid another political fracture.
New laws are passed creating semi-autonomous Colonial Development Zones—legalizing more local governance to prevent another radicalization wave.
Horizon Industries is granted special multilateral oversight, ensuring its terraforming efforts remain peaceful and publicly accountable.Funding treaties are signed to support the century-long terraforming projects on Mercury, Europa, Titan, and Io.
Each project gets its own governing council composed of Horizon, UEG, and Colonial Union representatives.Meanwhile, Earth experiences a renaissance of its own—technological innovation blooms, population stabilizes, and its once-toxic political climate softens as outward expansion relieves pressure.
But ONI sees the cracks forming.
