In truth, there was no doubt that Kyle was the strongest.
The addition of a Personal Law and the fact that he became a Legendary Primal before advancing was just too big of an advantage.
As Kyle listened to their stories as World Defenders, he understood how their Momentum could become so strong.
Naturally, the Cult also needed to improve the Momentum of their followers, and they mostly did that by attacking random Planet Systems that belonged to powers subservient to stronger Organizations.
