Ino searched at the Ghost Gate for the better part of a day, but in the end, she couldn't find Ginyu. She didn't want to join that team of rotten losers herself. Suddenly, she had a bright idea: who cares if it's Ginyu or a Ginyu-girl? Wouldn't getting Salza to fill in work just as well?
Just like that, Salza became the leader of this "Dance Team."
He and Jeice were "countrymen" from the same star system; their appearances and heights were similar, making them a perfect team. One had a battle power of 40,000, the other 170,000. This wasn't a big problem; at least to the Grand Kai, there was no difference.
Salza was originally the Captain of Cooler's Armored Squadron. Now, being "laterally transferred" to lead Ginyu's three subordinates was reasonable.

The North Kai suggested they run quickly. The First Other World Martial Arts Tournament was about to be convened, and the Grand Kai was very busy; he really didn't have time to manage their "small matters."
Son Goku experienced another near-death resurrection. Like exploiting a glitch, his battle power suddenly shot up by a large margin.
He proposed going to Planet Namek to help those people resist Frieza's invasion, and incidentally beg them to let him use the Namekian Dragon Balls to revive Krillin and Chiaotzu.
Yamcha couldn't keep up with the competitive grind anymore. Using the excuse that the bank was chasing him for debt and he needed to work to pay it off, he didn't participate in the operation.
To save Chiaotzu, Tien Shinhan stated he would go to Planet Namek with Son Goku.
Vegeta had his own little schemes. Acting awkward and reluctant, he also joined the team.
It is worth mentioning that Piccolo also wanted to go to Planet Namek. He wanted to see his own race and his true homeland.

Ino was not just ordinarily busy. Because the large jellyfish from planet Black-3500 worked overtime, the competition venue was the first to be completed.

Things like "those who build skyscrapers can't afford to live in them" didn't exist here. All intelligent lifeforms who participated in the construction of the Martial Arts Village were qualified to watch the matches.
The competition would last for a month, and all expenses would be on the Grand Kai's tab.

The four Kais ultimately had thin foundations. Having the intention was enough. Including food, most of the expenses were still paid by the Grand Kai. "You guys go wild; eat as much as you can. Coming out to play is all about being happy! I, the old man, will absolutely not let you lose out."
