Since it was a Team Aqua operation, Archie would definitely bring Shelly. Aoki had planted a psychic seed in Shelly's mind, and as long as he wished, he could sense Shelly's location.

He walked out of the Pokémon Center with Drake. Officer Jenny and the other League police officers were waiting outside for Drake and Aoki's instructions.
"Elite Four Drake! Elite Four Aoki!" Officer Jenny saluted, "Is there anything we can do?"
Drake nodded, "Officer Jenny, please calm the island residents. Elite Four Aoki and I have confirmed Team Aqua's location. There might be some significant commotion later, so I hope you can keep the residents under control."
"Yes!" Officer Jenny immediately responded.
Then Drake threw out a Poké Ball, summoning his Salamence leader.
Now, the faster, the better, so Aoki and Drake stood together on the back of the Salamence leader.
With a flap of its wings, it stirred up a gust of wind and flew towards Team Aqua's location.
The Salamence leader's strength was, after all, much greater than Aoki's Salamence. Even without Mega Evolution or the Blue Orb Shard, its speed was considerably faster than Aoki's Salamence.
The whistling wind blew directly at them, and Aoki extended his psychic barrier.
"Sometimes, I really feel that psychics are truly convenient in any situation," Drake sighed.
He thought about the times he rode his Salamence alone and didn't dare to stand straight on its back; the whistling wind was more than he could bear.
