The research strategy of Colin Tower may indeed weaken the output of the Void Realm in the short term, but in the long run, it can yield more for them.
For example, the Elemental School, although being one of the three major factions, their influence in the Academic State is far less profound than it is in the Imperial, so the Void Realm resources they hold aren't particularly high-quality resources, mostly leftovers from other mages.
Similar situations are seen in the Enchantment School, Star School, and so on.
In that case, why not take a gamble with the trash at hand?
Like the Conservative Sages, they stand on a position aligned with the collective interest of the Academic State, and thus propose viewpoints favorable to their own faction.
