Scuola phobia always had a vacant place free at any time. But not because what you would expect. It is said that it was done on purpose so that they could torture newbies mentally and physically. Many horrifying stories about those who have been there have emerged.
The government never intervened in extreme cases where newbies would want to commit suicide or getting hospitalised in psychiatry.
It is an indicator of how powerfull they are and how much influence they have within the governement. The school is one of the best out there even among the top tier schools trhoughout the world.

It's the first day for the young man. He just turned 15 recently but was not fortunate enough to find a suitable high school that wanted him and ended up in the worst.
"Paul you should call me at 9 a.m and 10 a.m and also 11 a.m and... you should just regularly make me a sign that you're alive, alright ?"
"Yes I will do my best and don't worry too much. I won't die." Paul replied to his mother. Also as an attempt to reassure himself.
Paul has an average height, black hair and green eyes like his mother's eyes. While following the path to the school he started to have an ominous feeling.
When he was near the school he entered a street where he could immediatly see the school from afar but it was not what got his attention at first. Alongside the way there were a hundred psychiatric hospitals. They were certainly not a coincidence.
He knew too well how bad the school was from all the rumors he heard. With all those hospitals his image of the school would only worsen at this point.
When walking towards the school he saw a great pentagonal building with huge towers at every corner. It was a fascinating sight to see for him. He kept staring the giant building for some time and then suddenly turned his head to the right.
He saw a very old woman staring at him from her window in the dark. It was so dark that it seemed like her eyes where completly black. From the fear he kept accumulating since morning paul couldn't handle it anymore got scaried and passed out.

He woke up in a giant room with a girl staring at him happily. "You finally woke up. I saw you laying on the ground in front of the school. That was unexpected. So I suppose you're the vacant place."
Paul remembers what happened and why he passed out. He didn't even reach the school gates by himself. He is surprised that he was called vacant place and asks her to refer him by his name.
"Your attention everyone. My name is Modeus. I am your director. I am responsible for this school. You have all been assigned to a specific class. We tried are best to balance the classes evenly. I hope that you all will spread the real essence of fear throughout the world."
"But before I want everyone to make a standing ovation for the chosen one." While pointing his finger to paul.
Suddenly Paul saw everyone looking at him pationately and started clapping for him. It had nothing to do with what the rumors said about the school. He even started to feel comfortable. Aside from all the rumors about scolua phobia he was able to enter a prestigious highschool without any effort.
"It's not that bad at all to be here."
