"Railway company?" Theresa asked cautiously, "Your Highness, shouldn't the railways be managed by the Ministry of Transportation?"

Joseph smiled and gestured for him to sit: "Trust me, the Ministry of Transportation absolutely can't handle it.

"There won't be just the France Railway Company; in the future, there will be many more railway companies.

"Let me give you the simplest example. Suppose a small town in the north of Rouergue wants to build a railway—what should the Ministry of Transportation do?"

Theresa was about to say "then allocate funds to build it," but suddenly froze.

Rouergue is one of the poorest provinces in southern France—with large mountainous areas and sparse population. The priority for building railways there would be extremely low.

So the Ministry's funds would always go first to places like Paris or Lyon; Rouergue would probably have to wait sixty or seventy years to get any budget at all.
