The world is divided into two parts: the Material World and the Spirit World.
The world that all ordinary sentient beings live in is generally the Material World.
The Material World is composed of fundamental matter, and thus is incomparably stable. The spirit of ordinary beings struggles to exert any influence on the Material World.
Therefore, most Material Worlds lack ghosts and gods, possess no supernatural powers, and certainly have no karma or retribution—because most Material Worlds are simply too solid; mental power simply cannot affect them.
Of course, if there are stable Material Worlds, then there must also be unstable Material Worlds.
Some Material Worlds have relatively light mass and frail physical structure.
In these cases, the "suppression" that the world's beings suffer is lesser, and their spiritual power is innately stronger.
