To advance from the seventh to the Eighth Rank, several conditions needed to be met.
1. The Cataclysm Path must make further progress, at least reaching the peak of the Seventh Rank.
2. It requires possessing a sufficient number of Controlled Areas.
At the peak of the Sixth Rank, the area controlled by a Changer was the size of one state, which equaled 9 cities, 9 regions.
The requirement for advancing to the Seventh Rank was to control two states, which meant 18 areas.
To reach the peak of the Seventh Rank and advance to the Eighth Rank, one had to control an entire country, or 9 states, 81 cities, 81 areas.
3. Most importantly, the "Energy Level" of these 81 areas must all reach at least 2.
Only by meeting these three conditions could a Changer advance to the Eighth Rank.
