The revenant was a great fighter, but not that much of a thinker. Not that he was an idiot by any means, but he definitely wasn't good at administrative tasks.
Thus, the real challenge Loimos had intended for him was to learn how to do so, and mostly to learn who to delegate work to. Some people were simply not cut out for certain tasks, and a leader did not necessarily know how to perform well in all aspects of leadership.
