"So what do you think of this place? " Izanami asked as she sat down on the throne Danzo had originally made for himself.
"This base is far better than the Anbu base, " Itachi answered truthfully.
"Well, of course it is. The Anbu base was made by Tobirama when the village was founded. And with the chaotic situation at that time, the Anbu base was made in a very simple and practical way.

So with all the Hokage like this, Izanami was curious how Itachi is compared to them. In the original timeline Itachi was lonely and was deeply arrogant after he awakened the Mangekyou Sharingan. He gave up on his clan members too easily and was a bit like Tobirama.

"Well since you have no idea, let me tell you why I showed you all this. Itachi ,I want you to start the root. But this time instead of turning the root into a person's criminal army I want you to make the root the nemesis of all the spies inside Konoha. " Izanami said as she looked at Itachi.
" But the Anbu are already doing this " Itachi asked puzzeled. The Anbu had been doing this job for ages so there is no need for Root to do anything.
" Itachi, you and I both know how short-staffed Anbu are. And in addition, the Anbu's methods are frankly too outdated. I mean, take the Konoha main barrier for example. How many years has this barrier been here, and when was the last time the barrier was replaced?

She really couldn't understand ninjas. They all want to plunder and conquer, but after they get something, they don't put the stuff into good use.
