Shen Mo did not immediately recast the Soul Refining Flag.
Firstly, the flag was continually refining Demon Soul General, and he didn't want to interrupt this process;
Secondly, recklessly refining might destroy this magic artifact, causing the obliteration of the million soul generals, including the Sixth Rank Demon Soul General, rendering years of effort futile and losing a major trump card!
Thus, he took out the son flag that was modeled on the Soul Refining Flag and started implementing his ideas on it.
These son flags were originally meant to provide a shelter for the Sixth Rank Demon Soul General and serve as a nexus with the main flag, allowing sect leaders ruling the Horned Flood Dragon Nine Realms to command the Demon Soul General to handle strong enemies when expanding their influence. Now the Lower Realm is stabilized, and with the Stars Circulation Array covering, the son flags released along with the soul generals in the flags were all retrieved by Shen Mo.
