All Towns and smarter villages would always have a bit of coats, firewood, and the like in their warehouses. It was just that they generally would only be enough for a portion of the population (usually just for the purchase of the upper class), not to mention a lot of resources had expiration dates.
Some towns were smarter than others and managed to stockpile more, while some were luckier. Dune Town was both of these.
They had always survived in disasters with more survivors than other neighbouring desert territories, even before. Now, with Alterra's products and support, even more so.
