As for Mother Dragon....
Dorothy believes that Euphilia must have already prepared a good hat for her, however, it definitely has the Yemengade family crest on it. In light of the homebody witch's explicit refusal of inheritance, that hat might no longer be suitable.
The homebody witch doesn't know whether Mother Dragon can get a new hat ready before her coming-of-age ceremony in a few months, but she looks forward to it nonetheless.
As for Spider Teacher....
Forget it, let the teacher hurry up and prepare the teaching materials; hats aren't urgent. She hasn't completely drained Spider Teacher yet, so she's not in a rush to graduate.
As for the work hat.....
Although Dorothy joined the Judgment Court, which is certainly the best institution and has official positions, it's one of the few organizations that don't issue hats. After all, the identity of a judge must be concealed, and they use relatively hidden judgment orders to indicate identity within their ranks.
