The regional development of Japan is quite uneven. As the territorial center, Heian-kyo flourishes with bright lights, flowing wine, and bustling crowds, but once you leave the capital, the surroundings become much more desolate and primitive.
Even the villages not far from Heian-kyo are very backward and simple. Most of the villagers are farmers who live a life of sunrise tilling and sunset rest, as if the prosperous Heian-kyo nearby is a world away from them.
