His task was to visit incident sites, study the misuse of powers, gather clues, and file reports. Thomas had zero authority to execute justice, no power to make arrests, and absolutely no privilege to engage in combat.

"She has every reason to be arrogant," he sighed, closing the book. His hands felt tied. In this world, an investigator was a ghost—someone who saw everything but could change nothing.

He looked out over the town again. From the history book, he had learned that this coastal town was far more important than its quiet streets suggested. It was a major port leading to an open ocean that eventually touched the "Isolation Zone." It was one of the first landing spots for the very first superheroes who had arrived from the older sectors, a place steeped in ancient transitions.
