Agunas hasn't completely let down its guard, but after several tests, it is certain that at least the Strange Island is fine for now, because those mutated spirit beasts are living happily here. For spirit beasts, captivity isn't necessarily a bad thing; what's critical is how they themselves perceive it.
These mutated spirit beasts on Strange Island have too low a limit in strength. Even if they were living in the wild, it might not be much better. On Strange Island, not only is food and drink not an issue, but the companions they play with are also anomalies within their own species, allowing them to understand each other and play together.
For them, this place is heaven. As for whether it counts as captivity? To them, it seems utterly meaningless.
Since these mutated spirit beasts willingly stay here and even live quite happily, Agunas can't say much. It is solely targeting those who harm wild spirit beasts.
