In most game zones, the attitude toward Cannibal Players is ambiguous. Cannibal Players don't just appear at the initial stages of zone evolution. Given their substantial numbers and the potential emergence of new Cannibal Players among evolving players, it's impossible to completely eradicate them without causing backlash. Plus, it would be impossible to kill them all. For the sake of national and zone stability, it's often better to turn a blind eye.
