Year 637 — The Irish High Ground, After Landing

The high ground of what would eventually become the central mountains of Ireland was more defensible than the eastern territories they had abandoned, but it was also more isolated. The surrounding land was wilder, less clearly mapped, populated by things that the Covenant's records had not adequately described.
Aneira's first priority was establishing the territorial boundaries that would allow the Red clan to settle securely. The second priority was understanding what else inhabited the territory they were claiming.
The first month revealed the answer to the second priority. The creatures that emerged from the old forests were not hostile, exactly, but they were definitely present, definitely aware, definitely not interested in ceding territory to the newcomers without some form of negotiation.
They appeared first as Zara had described them from her observations in Britain: made of the forest itself, the wood and the light and the mana field given temporary coherence by the intention that held them together. But in Ireland, they were more numerous, more organized, and more explicitly territorial.
Aneira stood in the clearing where the first formal contact happened, with three Red clan dragons in human form beside her and the forest-creatures maintaining a deliberate distance that communicated both non-hostility and serious intent.
"We do not contest your occupation of the high ground," the strongest of the forest-creatures said — or rather, impressed directly into Aneira's perception, the meaning clear without words. "But the forests are ours. The valleys are shared territory. The agreement you must make is about how your presence affects what we maintain."
"What do you maintain?" Aneira asked, because the question was necessary before any agreement could be reached.
"The life of the place," the creature said. "The specific character of the mana field. The relationship between the living things and the ground they live on. We are old. We were here before your kind learned to fly. We will be here after your kind leaves."
It was a statement of facts, not a threat, but Aneira understood the threat underneath: this was a being that had the capacity to make life very difficult if she did not respect the boundaries it was establishing.
"How do we establish an agreement?" Aneira asked.
What emerged over the following weeks was the first formal accord between the Red clan and the old forest beings. It was not a legal agreement, because that would have implied a relationship between equals negotiating from similar positions of power. What it was: an understanding about how the Red clan could occupy the high ground without interfering with the forest creatures' work in the valleys and forests.
The agreement included specific prohibitions on clear-cutting the forests, specific protocols for how dragons moved through forested territory, and most importantly, the establishment of a relationship of acknowledgment — the Red clan formally recognized the forest creatures' authority over the wild places, and the forest creatures acknowledged the Red clan's occupation of the high ground.
Aneira reported this to Zara and asked her to document it for the Covenant's records.
"This is the beginning of something," Zara said, after reading the account. "This is how supernaturals and pre-supernaturals are going to have to coexist. Not through one dominating the other, but through the explicit acknowledgment of different authorities in different territories."
"The Directorate will not accept this framework," Aneira said. She understood the dragon political structure well enough to know that the rigid hierarchy that was beginning to form would see the forest creatures' authority as a constraint on the Red clan's freedom to develop territory as they saw fit.
"The Directorate does not exist yet," Zara said. "But yes, when it does, it will be built on principles that directly contradict what you are building here. That is why this documentation matters. There will be a record that there was another way, another possibility, another approach to how dragon communities could organize themselves."
