Minister Han Gyeong-su had spent three days following the missing grain, and by the third evening he no longer believed the twenty-eight carts taken from the royal granary were an isolated incident. He sat inside a small storehouse belonging to a merchant who had agreed to let him use the room without asking questions, with old delivery records spread across the table and several sections marked with charcoal. The dates were different, the villages were different and even the officials responsible for receiving the grain had changed, yet the same problem appeared every time. Grain left an official warehouse, the records claimed that it had been delivered, and somewhere between those two points, part of the shipment simply disappeared.
